Putting State Funding to Work
Buffalo has access to millions in state infrastructure funding—but under the Acting Mayor, that money is sitting unused.
As of March 14, 2025, Buffalo had $38.3 million in unspent road repair funding from New York State. That’s enough to repair 83 lane miles of road—without costing local taxpayers an extra dime.
Unspent funds by program:
- CHIPS (Consolidated Local Street and Highway Improvement Program): $8,731,571.99
- Extreme Winter Recovery (EWR): $2,548,040.98
- PAVE-NY: $1,417,605.53
- Pave Our Potholes (POP): $2,116,662.07
- State Touring Routes (STR): $23,527,645.83
Buffalo has the highest amount of unspent road repair funding of any municipality in New York State outside of NYC. This is a clear failure of leadership—and it puts Buffalo out of compliance with NYSDOT guidelines, which require municipalities to minimize unspent rollover funds and invest in eligible capital projects each fiscal year

As Mayor, Sean Ryan will:
- Get Buffalo’s fiscal house in order to fund core services like road repair
- Prioritize improving infrastructure in parts of the city that have been historically underinvested in
- Fully utilize all available state infrastructure dollars
- Deliver real results that improve daily life for Buffalo residents
